Web impactful blocking changes player's movement speed while blocking, so you can move as fast as running in vanilla game while blocking. I can move the camera, i can jump, i can swing my sword, i can open menus, i just can't walk. Unless you mean you disabled every mod then started a fresh game, and still couldn't move?
